Tempura might not be the first dish that comes to mind when visiting Tsukiji Market, but you’d be making a mistake if you decided to focus entirely on sushi here. Plus, it’s a great option if you’re not especially fond of raw fish. A great place to head to is Tempura Kurokawa, a tiny restaurant in the Outer Market serving up some truly delicious tempura rice bowls (tendon).
At a good tempura restaurant, it’s all about the batter. At Kurokawa, the batter is flavourful and crispy without being too thick. The super fresh seafood and seasonal, farm-fresh vegetables don’t hurt either. Think sweet scallops and tomatoes, juicy bell peppers, pumpkin, and more.

While you can order multi-course tempura meals where individual items are freshly cooked and arrive accordingly, those pressed for time should just order the rice bowls. One of the most popular items at Kurokawa is the scallop and prawn kakiage (fritter) rice bowl. With a handful of fresh, sweet scallops and prawns just cooked through until tender, it’s a real steal at just JPY1500. A drizzle of their special sweet sauce seals the deal.
The restaurant seats just 12 patrons at a time, so if you’re in a large group, we suggest going in ones and twos rather than hoping to all sit together at the same time. Additionally, at busy hours, you’re probably going to have to share tables with strangers. But hey, you might make a new friend or two!
