Shiba-koen Park in Minato Ward is one of the best public places to enjoy a view of Tokyo Tower both during the day and at night. Come during spring or autumn for fantastic views of the tower against the foliage.

Established in 1873, Shiba-koen Park is one of Japan’s oldest public parks. The park grounds are divided into a number of separate areas, such as Shiba Toshogu Shrine (which also has an ancient gingko tree near the entrance, designated as a National Treasure) and the Maruyama burial mound, about which nothing is known. But the main reason for travelers to come here is for the view of Tokyo Tower. It’s a lot like viewing the Eiffel Tower from the Champ de Mars in Paris.

The abundance of cherry trees here - around 200 planted in the park - makes it popular as a hanami (cherry blossom-viewing) spot in spring. There’s also an artificial ravine called Momiji-dani or ‘Autumn Leaf Valley.’ As the name implies, it’s popular for fall foliage viewing.
While it’s perhaps not as lively as Yoyogi-koen Park, there are sometimes festivals or events held on the Shiba-koen Park grounds, such as the Turkish Food Festival in July.

Shiba-koen Park is popular with local residents. The park is an especially good place to enjoy a night view of Tokyo Tower for free. You may see couples on romantic night strolls here, people practicing their musical instruments, jogging around the perimeter of the park, or doing yoga on the lawn.
Like many public spaces in Japan, there are no rubbish bins in the park. If you do have a picnic there, don’t forget to take your garbage with you.
